That is so true! Admittedly with some exceptions. My former manager at my restaurant always hired people with no experience because she wanted to train them up the way she liked, except our training system is weak at best and sort of ends up sink-or-swim. So I agree with you 100%, but only if there is someone willing to do the actual training. (It sounds like you know exactly what you want, for example.)
